As a major national strategy, the Hainan Free Trade Port covers the entire island of approximately 35,000 square kilometers. Its vast area and complex management pose extremely high demands for overall control. To address this challenge, Hainan has established a social management information platform and, based on this, built a multi-dimensional island-wide control system. This system encompasses three protective layers: offshore, coastline, and inland, effectively implementing the policy of “opening up the first line while tightening control at the second line,” providing a solid guarantee for the safe and stable operation of the free trade port.

Application Background

According to statistics, within one year, Haikou Customs organized 10 special anti-smuggling operations, successfully dismantling 73 smuggling gangs with a total involved value of 247 million yuan. In addition to smuggling risks, the rapid development of the free trade port has also led to large-scale population mobility, significantly increasing the difficulty of pandemic prevention and control. Faced with multiple security challenges, there is an urgent need to deploy efficient and intelligent prevention and control systems as support.

System Introduction

The “Offshore Radar Network System” developed by our company is precisely the key technological solution to address the above needs. This system has completed the deployment of multiple radar stations across Hainan Island, collectively forming an efficient and intelligent offshore monitoring network. Relying on the synergistic coordination of electro-optical and radar equipment, it enables all-weather, comprehensive real-time information processing of monitored areas, with capabilities for automatic target identification, continuous tracking, and precise positioning.

High Data Rate, MIMO System Equipment High-Speed and Stable Long-Term Target Tracking Adaptability to Harsh Environments Such as Rain, Snow, Fog, Haze, and Dust Easy Deployment, Lightweight, and Simple Operation Display of Practical Application Scenarios

This system is widely applicable to various security scenarios such as law enforcement assistance, anti-smuggling, and pandemic prevention and control. It performs exceptionally well in combating maritime smuggling and preventing the spread of pandemics, fully aligning with the Hainan Free Trade Port’s control requirement of “opening up the first line while tightening control at the second line.” It can effectively identify and block various maritime security risks.

The system features instantaneous signal identification and rapid positioning capabilities, supporting 7×24-hour uninterrupted sea surface dynamic monitoring. Duty personnel can view vessel dynamics in real time at the command center, while the system automatically issues alerts for suspicious targets and continuously tracks them, assisting law enforcement in achieving precise positioning and rapid response. This significantly enhances the efficiency and success rate of anti-smuggling operations and emergency prevention and control.

Display of Practical Effectiveness Cases

In the future, we will continue to optimize the functionality and performance of the Offshore Radar Network System, continuously adapting to the growing security demands during the construction of the Hainan Free Trade Port. We aim to inject more technological strength into the high-quality development of the free trade port, contributing to the creation of an intelligent, efficient, and safe modern free trade port.
